When the velodrome opens on 25th December 2012, you can ride the velodrome. For the first day, from 25th December 2012 midday - 26th December 2012 midday, you can ride it for free and borrow bikes, helmet, shoes etc. for FREE.
You can also ride the velodrome after the 25th and 26th December 2012, but it won't be FREE. You can only ride when it is not a race day.
